The attached statement gives a list of these extras. The total amount comes to 837,452 or a little over £20 a year a head. Some of

these allowances are for extra cost of rations, due to distance of residence and being on duty on patrol launches for periods up to 54 hours at a time.

Pensions.

It is true that the pensions of the Hongkong Police are not quite so good as those of the Metropolitan Police if

compared at 22 years service in Hongkong and 26 years service in London, but in Hongkong the Pension is increased by length of service while in the London Metropolitan Police the pension is a

fixed proportion.

Moreover in Hongkong the prospect of a Constable rising to higher ranks is considerably greater than in London. The Petitioners state that in the Metropolitan Force about 72% are

constables 20% are Sergeants and 8% Inspectors. Taking these figures as a basis of comparison the comparative percentages are as

which shows that the percentage in higher rank and consequently the rate of promotion are greater in Hongkong than in London.

b. Accommodation. As regards the Stations referred to it is

admitted that the Force has outgrom the Central Station and that

many improvements are necessary there. To enable these to be effect

-ed it was decided last year to resume the large block of private

property between the compound of the station and Hollywood Road and this resumption is now being carried out at very heavy expense. Then it is effected a large extension of the Barracks wili be effected. As regards to. 5 Station it is true that the latrine adjoining it was obnoxious. This condition has now been very much improved and further steps have been taken in order to render it free from nuisance. At the same time it is admitted that the
